Trouble with PM

For a couple of days now I have been unable to get any PM's to go through. After hitting "submit" it goes to my Outbox and just sits there.

Anyone else having this issue? I tried messaging the administrator - same result. Am I doing something wrong? (Have sent many PM in the past and never had this issue before).
