Horsehair window insulation?

I'm working through the tedious process of restoring an original pair of Windows and just pulled out one half. As far as I can tell, these windows have never been apart and are completely original. They sit in a small channel and have a couple vertical stops on the inside.

I didn't take a picture (I should have) but I pulled out what seems to be horsehair window insulation? It was used to line the bottom portion of the interior frame against the channel and has the remains of a cloth covered bundle filled with horsehair about a half inch thick. Was this common around the turn of the century? And what do I put back there once the window goes back in..?

Also, I've got most of the glazing putty out and have yet to pull out the points. Once the glazing points are out can I just pop the glass panes out or do I need to do something on the interior side?
