AFox, there is a certain satisfaction in doing it yourself.
#1 if nothing el ha changed then the extra putty must be the cause of the sagging, adding weight I think is your only solution.
#2 if I am looking at the picture of the casement sash the warp goes to the outside. There should be a stop board missing for this to happen.
#3 yes peice of stick on fuzzy stuff (getting highly technical now) would do the job I think you’re after to stop the draft.
