Do you know about a product called Ospho ? It is a rust converter that chemically changes rust into an inert black substance. You brush it on - it is watery - and let it sit overnight. For a name, I can only point out that it's reversible (the catch is on both left and right sides of the handle) and it has a looped end for use with a window pole. FWIW, I looked on ebay and online and could not find the matching design. You can still get a casement lock with a window hook loop hand...
