It's a substrate. One that is hand-painted.

This person paints her designs on the back side of vinyl sheet flooring. I may try this. Apparently the edges curl slightly downward this way, which is much better than curling up. Here's the link to articles written about her- http://www.studiokfloormats.com/press.html
