Thanks Jade for confirming that typically the putty is facing the exterior, and that it's a good idea to put in the points. Always good to have the confirmation that I'm on a good path before taking the next step. :-)

Well, after posting my question and then looking at the storm sash again, I suddenly realized that they must be in the right orientation, because the angle at the bottom of the storm matches the angle of the sill. Thanks Jade , and especially for pointing out that point about the angle needing to shed water. I like having background facts like that. It helps me remember why to do doing things a certain way -- and why to *avoid* doing other things. :-)

Yeah, I figure you're probably right that it might make too much of a mess to try. While I think I can live with most of the sides, it's the bottom line of the upper sash that might annoy me the most (because that'll be right at my eyeball height).
