I would expect the lintel to be more substantial. Probably a bit of poured concrete or stone. You'll also have to dig wells under the windows to keep them dry,especially in your climate. Looks like you have some questionable vinyl siding there as well. It does look like those bricks will pop right ...

It's not terribly difficult as long as the window opening is still properly supported by a lintel. It's a basic carpentry job. I didn't consider the number of windows facing the neighbors property. The house next to me is a new build and only has a small bathroom window on the second story and a basement window which is blocked by their recycling and garbage bins, so I might be ok in that regard. Opening up basement windows
Does anyone have experience with opening up basement windows that have been bricked in by a previous owner? How difficult was it for you and is it a job that would be easier just to hire a professional to do?

Poured concrete with brick piers in each corner. Ceiling height is about 6ft, which would be great if I wasn't 6'4". I've walked into the heating ducts and gas line countless times.

DS Super Remover Paint, Glue and Varnish Remover
It stings a little if you get some on you, but it does a really good job at removing layers of paint.
