I would give the varnish a good sanding to make sure it is well scuffed, clean with TSP and then paint with an oil based primer, which you can topcoat with a latex floor enamel.

My rule of thumb for fences is to have 1/2 of the height below ground (i.e.: a 6' fence has 3' underground) A lot depends on what type of soil you are putting the posts in as well.
