Try wall liner on your plaster walls. It covers up a multitude of sins and makes the walls look perfect.

My heart is breaking for you and this house. I believe I'd rather have a faux slate roof if that's what you can afford. Also, can't the tuckpointing be done one wall at a time to split up the costs?

I had that dirt smell when I first moved into my house and discovered the house had no splash guards under the gutters to direct the water away from the foundation. I immediately placed several around and house. It took a few months for that smell to go away.
