I thought the OP's questions were about condensation inside not outside and heating the bathroom prior to steaming it up does help with that. I know it works in my bathroom at least.

Yes you need a good exhaust fan, vented to the outside. Be sure to turn it on before you shower and leave it going at least 20 min after you shower.
