old thread I know, but my basement has the terracotta blocks as in fact does my entire house with brick exterior and plaster interior, The basement blocks were parged originally but most of that has come off with time. Mine is a 1929 three story Foursquare, also the basement has a concrete floor and an 8.5 foot ceiling. It is however what is called a wet basement in that water weeps through the walls and then travels through channels in the floor that go to drains.
